Even if you wanted to grant him the benefit of the doubt about everything he's said and done publicly and semi-publicly in re Trump, you still have to square your hypothesis with his role in the GHW Bush administration. There/then he was major player in Iran-Contra pardons on the grounds that GOP POTUSes don't have to follow the law, nor do their underlings, and that they can abuse the power of their office to ensure this -- all of those things line up with him being a Trump enabler, not a mole.
