he is not joking, but that is his go to excuse whenever he says/believes something that is illegal, immoral, wrong, vile, etc...

Trump offering pardons to those who break the law at his behest, or the fact that he wouldn't actually pardon them if they followed his orders.
Any more than he paid the legal fees of those who assaulted protesters at his rallies.
