There are a few "ands" and "buts," so it's not pure or absolute, but it's well in the forefront on the path to "no citizen left behind."
It looks like Jay Inslee has another feather in his cap besides his climate crusade. I don't know if it will translate to a poll boost (seems to be the only barometer, these days), but I'll bet there are a few people in his state that will be happy either way, and don't give a damn what impression it made on Zogby or Gallup.
