He can't just kick people out of the country. Asylum seekers, for example. have the right to remain here while their case for asylum is being considered. That's the law. He thought he could just kick them out, but he can't.

So, in frustration, he thinks he can piss off people in places that didn't vote for him by shipping those immigrants to their states and cities. Trump is an idiot!
