There aren't close to that many people in Sri Lanka. 138 million is about a third of the population of the U.S. Does he even think before he tweets? That was a rhetorical question; we know he doesn't, then or ever. But WTF?

Why do we have a Secretary of State, if it's not for official communications such as this?
