The Reuters current link is about a "Johnny HORTON" militia nut. In 2013 Gun Nuts ("Open Carry Texas" ) ran what they called was an education/provocation scheme across Texas, traveling around from town to town: First notifying police they planned to walk a neighborhood or insist on having their picture taken in front of the police station logo with a "long arm" (rifle) strapped on shoulder (lawful in TX). Results: If the police allowed them, fine (if probably disappointing for them); if not and sometimes were arrested, they activated their network of gun nuts from all over the state to rally in the hundreds in the hapless town; sometimes filed lawsuits. They claimed their provocation was for "education". They demanded to to be seen as "NORMAL," like the dude in Utah pictured the year before inside a J.C. Penny with an assault rifle strapped to his back. They disrupted the communities, humiliated cops who might not have been up on the "legality" of Open Carry, and demanded apologies and "education" meetings with the police.
One Zachary Wm HORTON presented himself in 2013 as the leader for Open Carry Texas wanting to have a picture taken of himself with a long arm/rifle strapped, was denied then arrested, then gathered a rally of supporters with long arms in the parking lot of the police department. The Searches (the links are from 2013 and might be broken now) for Zachary William HORTON seem to be more under the name of Murdoch PIZGATTI:

Little Elm Police, Zach Horton, and Misstating the Law
From the Reuters picture, the two HORTONs appear to be different. Just funny that the HORTON surname popped up again, plus that these militia dudes seem to have multiple names and often are felons.

TAOS, N.M. (Reuters) - The FBI on Saturday said it had arrested Larry Hopkins, the leader of an armed group that is stopping undocumented migrants after they cross the U.S.-Mexico border into New Mexico.
The arrest came two days after the American Civil Liberties Union (ACLU) accused the group of illegally detaining migrants and New Mexicos Democratic Governor Michelle Lujan Grisham ordered an investigation.
Hopkins, 69, also known as Johnny Horton, was arrested in Sunland Park, New Mexico, on a federal complaint charging him with being a felon in possession of firearms and ammunition, the Federal Bureau of Investigation said in a statement.
Were not worried about it, hes going to be cleared, said Jim Benvie, a spokesman for the United Constitutional Patriots (UCP), blaming his arrest on political pressure from Lujan Grisham.
Hopkins is the national commander of the UCP, which has had around half a dozen members camped out on a rotating basis near Sunland Park since late February. ....
