what it means when incompetents are allowed to loot and plunder local, state and federal assets. There is no regard for the rule of law or ethics - these are thieves who aren't even hiding their corrupt and craven operations.

Followed closely by Mitch McConnell poking his head up to say that the American people aren't interested in federal ethics rules, but they are vitally invested in clean coal.
