Normally in print spacing you wouldn't split a person's last name, but the redaction is just enough space for a name qualifier like "Jr".

I think the whole episode was BOTCHED on purpose. They tried to please "old bone spurs" but they did not TOTALLY redact the report where required. The security people who reviewed the report may not had favored the idea that "security" clearances were given to tRUMP "rats" (people who failed basic security clearance requirements.) The whole mess will make an interesting movie for those who VOTED for this "crazy crappy" government of greedy corrupt criminals.
