Barr can block SDNY, because that is federal. I am hoping they are prepared to pass their investigations to NY state wherever possible, if Barr does interfere. Perhaps someone more knowledgeable can comment?

We don't know what the NY AG is doing, or the SDNY or EDNY either. If we want something done publicly (so we actually know something) the House investigations are the best bet.
