Mueller did the math and punted.

He didn't even say those words, "It's Congress' job" - he said something like "the constitution offers other remedies" - clearly avoiding any chance he could be quoted to be encouraging impeachment hearings.

AS IT IS, if Mueller stated things more forcefully and Trump (hopefully) loses in 2020, Mueller would be looked upon as part of that chain of events and judging by his words, that loyal Republican doesn't want to be a part of it...

But other side of the math is that if Trump WINS in 2020, without his having to worry about getting reelected, Trump will add Mueller and his family to his list of enemies and with William Barr as Trump's "hit man" there wouldn't be much stopping Trump from punishing Mueller.

Be taken as a politically biased. Trump has accused Mueller of this but there is no actual evidence. If Mueller stated something negative about the administration, provided personal opinion etc, it would be used invalidate the report as politically motivated.

I know some hate the man for not giving them what they want but I find him to be quite clever.
