It's behind every single thing he does. If it doesn't increase his personal $$ and power, he doesn't give a shit. This whole sham to is decrease Democratic districts and increase repug versions - that is all. drumpf doesn't want the public or the courts to see because he'd then lose out on this profit opportunity and he won't stand for that - just like with the wall.
