This reads like someone else with access to his account was trying to send a DM (a private, direct message) to another user and they mistakenly tweeted it to the public. Chances are high it will be deleted soon, if not already.

You have to click the retweet button and then select retweet with comment to make it appear that way. I don't see how this could be an intended DM, unless the sender is drunk or on some other substance.

I think this stuff’s intentionally bad/stupid. Why isn’t totally clear but you don’t keep making these kind of “mistakes.”
