But I'm wondering if their is a legal basis for these towns to sue. I sorta doubt it unless they quickly pass local or state laws requiring it. I don't think a town can prevent anyone from visiting, whether that's you or me. or the President.

It seems like they are placed in a very difficult position. Send a bill and hope they pay. Or provide no protection and then deal with the fallout that comes. No town or city wants a repeat of November 1963 in their town.

It's gotta be dangerous legal ground for a government agency to deny a citizen a permit to gather because they just don't like the guy.
