Is that the GOP Legislature changed the Civil Service laws in 2014 to make a bunch of political appointments to state agencies like the DNR, DHFS, etc. Now Evers can't get rid of the political appointments and is stuck with all these political hacks who could make messes within the agencies and then try to pass the blame onto Evers.

To the extent the court is "GOP ruled" it is because the voters in wisconsin elected them. Once again, the consequences of Democrats not getting out the vote.
