H1-B visa workers in theory are TEMPORARY and can stay only as long as they are holding a job sponsored by an employer. These workers can not sponsor other legal immigrants because technically they are not immigrants, but rather are temporary workers.

Merit based immigrants on the other hand are PERMANENT legal residents with a green card. They are not required to hold a job. They can collect welfare from government and have all the rights of US citizens except they can not vote. They can sponsor more immigrants who are relatives of theirs.

If Trump is successful in installing a merit based immigration system, majority of immigrants will not be of European ancestry. Instead they will be from Asia in overwhelming numbers. Asians come in all colors, starting from Turkey all the way to Japan. I am sure Trump is under the delusion that most immigrants under merit system will be white.

So my point is that Trump inadvertantly is pushing a system which will favor non-European/non-white future immigrants. He is a racist, but is pushing merit based immigration system due to his lack of knowledge of the reality and ignorance.
