There would not be any debate or hesitation. The minute HR or the lawyers heard about this, they'd start the ball rolling.

Examples of potentially unlawful conduct include insults, taunting, or ethnic epithets, such as making fun of a person's foreign accent or comments like, "Go back to where you came from, " whether made by supervisors or by co-workers.

Employees, Supervisors, co-workers..per Title VII. See 42 U.S.C. § 2000e(f) refers Jobs that have Eployers-employees.

If we were to play word games....Trumpanzee isn't Members of the House Supervisor, Boss, Employer, Co-worker...
