To just say he's a flight risk would be to imply that no amount of monitoring and guarding could prevent him from splitting the country ... not sure how excited a court would be to 'say that' as the sole reason.
But you can't legally keep him in total isolation I don't think, therefore he's potentially dangerous to anyone he's in contact with (including his guards potentially). Sounds reasonable to me!
