It's a widely practiced technique. Talk show hosts, comedians and a variety of public speakers employ individuals who rile up the crowd before the main event. Finding out that John Pence is a section leader is no great surprise. Lara Trump serves in a similar capacity. She too participated in leading chants that day.

That he's using this technique shouldn't be that disturbing. What should be disturbing is the substance of the language. It's that message, that's meant to incite aggressive hostility, by creating otherness, that paints targets on backs.
