Robert Burns refused to answer when police asked him what substance he put in items, ranging from toothpaste to eye cream, that he then returned to stores in Cumberland County, court documents indicate.

Burns, 58, is charged with misdemeanor recklessly endangering another person, theft by deception - false impression, and criminal mischief of tampering with property.

Police believe Burns tampered with hundreds of items before returning them to area several stores, where some products were returned to the store shelves.

Several of the stores involved said not all products would have been returned to shelves, and that they have taken steps once they became aware of the investigation, to remove the remaining products and notify customers. No illnesses have been reported in connection with the products.
