Insurance wouldn't insure them for that type of activity either. Would also be an invitation for a shareholder lawsuit.

This a job for the government, put our oversized navy to productive use.

Which is registered in the Bahamas should be required by law to do so - of course, any country that offers itself as a tax haven for companies in that way is unlikely to impose such a law.
