According to Slates Mark Joseph Stern, many of the lawmakers were absent because they were attending a ceremony commemorating the victims of the terrorist attacks that struck America on September 11th, 2001.

(345 posts)They absolutely remember it and apparently see it only in terms of what they can get out of it.
It's kind of astonishing that they're so deep into their pit of "genius" that they didn't even see what kind of blowback they're going to get for pulling this kind of stunt. But then again, their "never forget 9/11" republican supporters are probably cheering them on, because "owning the libs" has apparently completely eclipsed "owning the terrorists".

(26,760 posts)They are one vote shy of the required majority IF all Democrats are present for the vote. If just two are away from the chamber when the vote is held... the same thing can happen.

(26,760 posts)Vote requirements (e.g., "60% to override a veto" ) are based on the proportion of those present... but some number smaller than the total number members constitutes a "quorum" with the authority to conduct business.
