Because I don't see how the House can unilaterally revoke spending that has been approved by both Houses and signed into law.

I think the government has been funded by a series of continuing resolutions for years now - I'm sure they can put some language into the next resolution?

And the language would have to be agreed upon by the Senate and then signed by the president. The House can t do it unilaterally.

Congress can rescind spending, but it has to be done by the House and Senate. The House can't do it alone

They have no power to just cut funding that's already appropriated. That would required a new bill to be passed in the House with the cuts, with the Senate passing it and President signing it, or overriding the veto, in order to cut already appropriated funds.

The funding is part of budget bills passed by both houses and signed by the president. I don't know how it's possible for the House to unilaterally cut off spending.

Katyal is very smart, experienced, and knowledgeable, so maybe he's aware of a mechanism I'm not familiar with. It would be good if he explained how that would work.
