A 2nd whistle blower with "more direct" info is "considering" whether or not to testify?

Really? Because if I was "considering" to expose impeachable offenses I'd let the media know I was "considering". This one doesn't pass the smell test.

I think this might have to do with a legal process that needs to be followed. Intelligence people can't just run around spilling (to press or Congress) without consequence. So .. has to go through proper steps. (now that's the positive spin on this one .. and it remains to be seen if that's the correct one)
