Did the CIA General Counsel send a "criminal referral" to the DOJ?

After the (WB) Whistleblower went to the CIA General Counsel?

I am trying to keep the timeline correct in my head.

Initially, the WB took his complaint to Adam Schiff and the Intel Committee, who steered him to the ICIG, the Intelligence Community Inspector General.

Then, the IG passed it to the CIA General Counsel - who then sent a "criminal referral" to the DOJ?

And the DOJ buried it?

Then, the IG and the (WB) took their complaint to the House Intel Committee?

Did the DOJ try to cover it up ??

Where is this chronology incorrect?

a criminal referral was sent to Barr and he buried it. Barr is just as big a problem as Trump.

From a purely political perspective, would it be difficult to carry out a second impeachment?

If they are following the Constitution, they would impeach Barr immediately. To cover up a "criminal referral" sounds pretty serious? Especially if that "criminal referral" is about the president of the United States.

And once the evidence is gathered, they should impeach Donald Trump, also.

Just my opinion.
