Translated into their votes on the Senate floor, it's meaningless.
Republican "concern" in the Senate extends to their chances of re-election and maintaining their majority. Period.
We all saw how the "concern" of Flake and Collins influenced their votes on Kavanaugh's confirmation, i.e. not at all.
