What could Erdogan do which would actually be "off-limits" for Trump?

In the latest generous assessment of his own abilities, President Trump on Monday warned Turkey that there would be devastating economic consequences if the Turkish government takes any steps “that I, in my great and unmatched wisdom, consider to be off limits.”

Murdering and dismembering a journalist by the Saudis was not off-limits so what would be?
