But Barr doesn’t have the same pull over them as he does the DOJ. I don’t think they need his permission to indict someone.

to interfere in specific cases by inserting himself into decisions to indict or not -- and while that is absolutely not a barrier to Barr doing it (based on his other extraordinary behavior), Bharara implied that such a move would not remain secret for long if it happened. Maybe Barr thinks there is a finite number of way-out-of-bounds things he can get away with and he's keeping his powder dry for when he really needs it.

they were to appear before congress. Now that they are indicted they can plead the 5th.

I don't know if there is any truth or logic to that I just saw it on the internet.
