Nominations can be made only by certain people, but those include members of national legislatures. No doubt some goon like Gohmert or McCarthy sent in a nomination, which must have given the committee a good chuckle before they wadded it up and tossed it in the nearest trash bin.

Can't remember which countries, but I remember having a laugh over the ridiculous suggestion since he'd just pulled our troops from Syria and leaving the Kurds to fight for their lives.
