So, Trump said ...

I saw a short video clip of Trump yesterday on cable news, saying:

"We have collected billions of dollars in tariffs from China,
and I am passing that money onto the farmers of America."

It's the Americans who are paying for those tariffs,
to companies which raise prices due to the tariffs.

And the companies aren''t handing it over to the farmers.
