Just not a discussion': How paralyzing group-think led to six deaths at FIU bridge

Florida International University recorded a time lapse from three different angles of the doomed pedestrian bridge being raised over Southwest Eighth Street and then collapsing, killing six people. The time-lapse video spans from March 1 to March 19. BY FLORIDA INTERNATIONAL UNIVERSITY

The first sign something was terribly wrong with Florida International University’s ambitious, unfinished pedestrian bridge over Tamiami Trail came nearly three weeks before it collapsed onto idling cars and killed six people.

On Saturday, Feb. 24, 2018, the 174-foot span, manufactured on site at the side of the trail, was still resting on temporary supports just off the ground. As crews stripped off the framing pieces used to shape and support the concrete structure, a loud cracking sound rang out — so sharp that startled workers ran out from under the span.

“As we were stripping it, I looked out of the office and everybody was out from underneath the bridge. I said, ‘Oh, shit,’ “ John Jackson, a supervisor with subcontractor Structural Group of South Florida, later told an investigator from the National Transportation Safety Board, which is expected to rule early next week on what caused the collapse. “So, I ran out there and everybody said, ‘Aw man, aw man, the bridge went whoop like that.’ ... I said, ‘Well, you guys stand down. I’ll go up on top of the bridge to find out what’s up.’ So, I get up there and both trusses on each end [had] cracked at the bottom where it meets the bridge.”

I work in the South Florida Engineering community and know some of the people involved. What a freaking mess this was.

I respect FIGG as one of the top bridge companies but they screwed the pooch on this one. From day one, the design was a bad idea. I would never design a non-redundant structure in concrete. Never.

It only got worse as they made light of dangerous distress in the structure. Concrete talks to you through cracking. It tells you what it is feeling. When I saw those pictures, it was screaming distress to me.

Some people will be lucky to have a career after this

That is an incredibly long and detailed article. Often times, technical issues get mangled by non-technical reporters.

They did a remarkable job of getting the engineering descriptions correct in relatively non-technical language. That is not an easy task.

I've lived in Miami since 1968 and have observed our cultural and political evolution. Sometimes the awarding of contracts isn't based on skill. I guess that happens everywhere.

...The Munilla family is Miami-based — nearly half their bridge team were FIU graduates — and they are prolific political givers. The five brothers who run the company — Fernando, Juan, Pedro, Raul, and Jorge, an FIU alumnus himself — have given more than $500,000 combined since 2000, and their family members have given hundreds of thousands more.

The biggest recipient has been the anti-Castro US-Cuba Democracy Political Action Committee, to which the brothers have donated more than $100,000. They have donated more than $60,000 to committees supporting Mario Diaz-Balart, who helped secure the federal grant for the project....

FIGG and its prncipals contributed more than $99,000 to state political candidates in the last 20 years, most of it — $60,000 — to the Republican Party of Florida during the time the Garcon Point Bridge in Santa Rosa County was under investigation in 2001. The bridge was constructed by Odebrecht-Metric, which paid $4-million in fines and restitution for violating the Clean Water Act for illegal dumping of cement into Pensacola Bay during the construction. Figg Engineers, which did the inspections and were responsible for oversight of the construction, were not charged....

However, I will say that I know all the players at the professional level and all the firms were qualified to do the work. none of the firms involved jumped out at me as being in over their head. Even the qualifications of the peer reviewer discussed in the article was a technicality. The firm knows how to do that work but just didn't have that particular paperwork from the FDOT.

Political favoritism might have moved them to the top of the list but they weren't clowns buying their way in. FIGG in particular is renowned in the bridge community as an international firm. Its one of the reasons this was so shocking to see happen.
