when the CIA/NSA picked up Trump people talking to Russians they were monitoring. The original FISA warrant must have been based on recordings they had of foreign agents (for which they don't necessarily need warrants) and they heard American voices talking to them. When they picked up Americans, they had to get warrants, and the subject matter of the conversations would have had to support further investigation.
