I think Ukraine was a special case. Dumpy apparently saw a big opportunity to extort the very vulnerable Zelensky. Predators tend to develop their ability to sense desperation. Pooty may have helped by tipping him off as to the degree of desperation in Ukraine, perhaps glad to help sink the "rebellious" republic so he could take it over.

There could be other countries open to bribery but I can't think of any offhand that would be as desperate and vulnerable to a predator.

Russia illegally invaded and annexed Crimea. Putin would like to absorb the whole country as it was in the Soviet era. As a result, russia had very severe sanctions placed on it and was also expelled from the G-8 (now G-7.) Ukraine is resisting russia's invasion and is in an active shooting war with russia to this day.

Trump, acting as putin's agent, has:

- Tried to kneecap Ukraine's ability to continue resisting russia's invasion by withholding funds approved by congress
- Tried to get the sanctions against russia removed
- Stated repeatedly that he wants russia back in the G-8
