If you put cockroaches in the neighbor restaurant's soup you'll get that raise - Swalwell

Swalwell's analogy just now on CSPAN. If your restaurant boss said he'd give you a raise, but said you'll only get that raise if put cockroaches in the neighbor restaurants soup. Easy to understand for the masses. IT WAS WRONG!
