I cannot come up with an innocent explanation for voting "Present."

I can understand - not approve but understand - a Democratic Representative voting "No" as an act of political cowardice. A "Present" vote by a Representative not running for re-election, especially one purporting to run for the Democratic nomination for President, is simply inexplicable.

It cannot be that Rep. Gabbard has no opinion on the question of impeachment. She was not sent to Washington by her constituents to dither. She owed them her vote - one way of the other.
