It would consist of the Senate Majority and Minority Leaders, as well as the Speaker of the House and Minority Leader in the House. As well as the Chairman and Co-Chairman of each of the House Intelligence Committee and the Senate Intelligence Committee.

That makes eight.

But it is now time for them to call a conference and look at the situation very carefully. Then make a decision about what needs to be done? This is just my opinion.
