The war crime Trump is proposing is a threat against Iran if they retaliate for him murdering their general. That is different than the sanctions which is Trump's tantrum against the Iraqi government wanting to expel US troops over the provocation of Iran.

One of the results of the US destabilizing Iraq has been a much closer relationship between Iraq and Iran, who were mortal enemies and fought a long bloody war during the 1980's. Trump being an idiot is pushing the two rivals closer together and joining forces against the erratic actions of the US.

So Trump wants to commit war crimes against Iran, and wants to destroy Iraq's economy and occupy the country in retaliation for trying to assert its sovereignty.
