The video shows them taking away the walker, he walks up the stairs, then they give him back the walker. If he really needs a walker, he would have taken a ramp - all public buildings have them somewhere, even if it is not at the main entrance.

Having needed a walker at various points of my life, I know how it feels to rely on it and how to plan to not have to climb stairs. Weinstein obviously has never really needed a walker.
