Every Pa. county will have new voting machines -- with paper trails -- in 2020

With Dauphin County’s decision this week to end its standoff with the state and buy new voting machines, all 67 Pennsylvania counties met the year-end deadline to comply with a state order that they implement election systems capable of leaving a paper trail of votes that can be manually audited and recounted.

Experts say this is a major step for election security ahead of the November presidential election, ensuring ballots can be accurately tallied even in the face of a cyber attack or a mishap.

“The shift from paperless [electronic] machines to having individual paper ballots is a sea change,” said Christopher R. Deluzio, policy director of the University of Pittsburgh Institute for Cyber Law, Policy, and Security. “It’s great, it’s huge, it was necessary.”

As recently as 2018, most voters in Pennsylvania used paperless machines that recorded votes in electronic memory. In addition to concerns that computers can be hacked, electronic systems can fail and wipe out all records of votes cast.

However, it appears that it is still electronic voting, except that (it) spits out a paper receipt.

If that is the case how do we become suspicious enough of the electronic vote tally to request a manual recount? Maybe manual recounts should be mandatory?

Trump was very popular here, especially in the rural precincts. From seeing the enthusiasm on the ground, I thought he was going to win our county. The results by precinct are available online.

Every election they do an audit, randomly picking a handful of precincts and doing a handcount of thd ballots that are generated and comparing to the electronic returns. I am not sure it has to be an exact match, in order to get an official recount according to state law there has to be like a 3% difference to mandate a full recount.

Not sure what other counties do.

Hand counted paper ballots are cheaper anyway

Yet no problem coming up with money for this

4. In Nov I had my first paper ballot option so I filled it out and put it thru the scanner.

In some areas there were scanner problems that held up the line. In addition, the absentee ballot options have become looser. Now I can just apply for the AB without a dr signature saying I cannot go to the polling place. That’s a real benefit for those who can’t wait in line because of physical or time constraints.

A malfunction in new voting machines forced a ballot recount in Northampton County.

Election officials worked overnight after Tuesday's election to re-scan paper ballots. The state had advised the county to recount paper ballots instead of using the machines' counts.

Northampton County Executive Lamont McClure and representatives from ES&S, the company that makes the voting machines, have scheduled a news conference for Wednesday afternoon to address the issues.

They'll discuss the results and the performance of the new voting machines in the 1 p.m. news conference in council chambers, according to a news release from the county executive's office.

The UK and many other countries have hand counted paper ballots.
Edit: No computer scanning is part of the process.

Some of these machines ask voter “do you want to review or submit”. If you don’t ask to review it, it doesn’t print until you leave the voting booth.

Some machines have ability to make up votes as a “test”.

We need hand marked, hand counted, fully transparent process.
