Does Trump want to give the speech after he has been acquitted and exonerated by Mitch McConnell and the Repubs?
No doubt, he would like to stand in front of Nancy Pelosi, on the floor of the House, and gloat about his "innocence".
Conversely, Pelosi and the Democrats would prefer that the trial be going on as he gives his speech. That would be a much less palatable situation for Mr Trump.
Will the speed of the trial be dependent upon the SOTU speech?
Perhaps?

I think witnesses might stretch it out an extra two or three weeks.

(1,733 posts)It can be in written form and sent to Congress. There is NO constitutional requirement for the President to address the joint session of Congress, only that there be an annual (actually it says "from time to time" SOTU report.
Not only that, but the President has to be invited by the Speaker to address a joint Session.
I think Moscow Mitch could invite the President to address the Senate but not the House.

(111,107 posts)She could say that it would not be fair to Mr Trump.
She could give him the option of sending a written speech to the Congress.
Also, she could say that she does not want the impeachment trial to be affected in any way by the SOTU. She could take it completely off the table.
