"Paused" in Trumpspeak

I keep hearing 45's illegal extortion of Ukraine described as a benign "pausing" of releasing the funds Congress had allocated. When have we heard a similarly creative/gaslighting use of "pausing"? When it was learned that Melania was a college dropout after less than one year and had been lying about having a degree in architecture and design, they updated her bio and now say that she "paused" her studies! That is quite a pause....nearly thirty years and counting! No wonder Ukraine was worried about having their aid "paused."

As in:

"paused hurricane relief assistance to the Americans of Puerto Rico over corruption concerns"

Meaning, in standard English

"illegally withheld aid to Puerto Rico because Fox showed that nasty woman mayor saying horrible things about me so all those foreigners deserve to suffer bigly"

(I ask your indulgence in the additional translation there for purpose of illustration)
