when you have people who flagrantly ignore it. Trump and Rand Paul don't care about honor, don't care about the whistleblower protections. If there's no jail time involved, they'll flout the rules, because they want to. No honor.

I hope some good attorney would take the civil suit, however.

What he says on the premises of the Capitol gives him immunity and free speech would likely give him cover for his tweet.
