I don't know about Schiff. I think the Speaker has some control of the Capitol Police and can order one for him.

The point about media, if you mean corporate mass media, is a problem. Corporations are legally obligated to the profits of their shareholders above all else so country over profit is not a factor here.

If tyranny becomes more profitable, then that will be fine. Corporations have a very good position in Fascist governments for instance.
