The responsibility of the Senate is to remain operational. You are not protecting an institution by rendering it unable to function. Remote voting must be instituted immediately, so that the federal legislature can do its job, not just today, but for the duration of this crisis.

1. IMO, all members of both Houses should be in the home districts most of the time...

flying to DC on limited occasions to take care business. This should be the rule not the exception.

If lobbyists want to see them they come to home district.

If they want to fund raise they can do it in home districts and spend that money in their states or communities.

With all of the technology we have at our disposal nowadays, there's really no need for them to be in Washington most of the time. That city breeds corruption. It's a good place for them to hide from the people they're supposed to be representing and to get into trouble. They would fight staying at home, though. As much as they complain about Washington and having to maintain two residences, they want things to remain like they are. They've made it to the top and they aren't coming down without a fight.

I serve on a small, township board. The law does not allow for remote attendees to be used to establish a quorum. These laws were written pre modern technology and need to be updated.
