Everything for him is an extreme - best, most, worse, biggest, strongest, hardest, etc. and to make it even more of a superlative, he adds, "ever seen before". Nothing is ever average or ordinary. That wouldn't be sensational enough.

Either in a good way, as in his frequent boasts about the economy being the best economy in the history of economies, or in that he is beset by problems bigger and more unsolvable than anything ever encountered by other Presidents, particularly that Obama fellow.
