Other than "Obama did it", what, exactly, was the fatal flaw of the CDC or NSC pandemic response planning infrastructure?

What specifically is the advantage that the current response brings?

Hopefully, when the curve finally trends down, Congress will get to the bottom of these questions. This will not be the last pandemic. We MUST improve our response capability wirldwide.
