So Trump won't use DPA to compel production of medical supplies. Now he's saying there is hoarding.
A couple of possibilities.
Assume there is substantial hoarding. I.e., assume Trump and Barr are not lying. (Bear with me.) Then the hoarding is Trump's fault, because he refuses to maximize medical supply production by using the DPA. The hoarding is because of shortages; the shortages are because of Trump.
On the other hand, what if Trump and Barr are lying. ("Impossible," you say.) If they are lying, then the "hoarders" he and Barr are so serious about could simply be entirely fictional (or exaggerated). They could be made-up scapegoats to get Trump off the hook. "It's not Trump; it's the hoarders!" That would be a dirty, rotten thing to do, of course.
