Definitely not just blue states.

(We don't call it "shelter in place". That's something we have to do in chemical emergencies, and it involves duct-taping the gaps around doors and windows to keep out traces of nasty chemicals in the air!)

He can (probably) force Federal workers back to work (those who are not already there. I doubt governors' edicts would cover them.)

If a governor says FU, there really is nothing a President can do.

And governors are way closer to the people and all 50 of them are way smarter than Trump. Even the dumbest.

If he calls for business as usual and all the states ignore him his will look as small as he is.

Even DeSantis here is Florida who has slow walked his response will not stop them all next week. He sees what is happening in South Florida and the pressure the healthcare industry is under even before the deluge.

And that does not include businesses. You think Disney World is going to open up next week?

Federal workers are another story. But they will be awfully lonely.

I’d be surprised if he does it in next week or two, unless something dramatic happens to infection and death rate, which is unlikely.

Martial law or nothing.

Everybody saying he should order certain things show they really don't understand the Constitution, however much they try to use it as a baton to conk others over the head when it serves their purpose.

It has some wriggle room, but usually not a whole lot unless there was a creative judge who decided to do some radical projection.
