Doctors/epidemiologists call various infections community acquired/spread to differentiate from infections passed along in a health care setting (often called hospital acquired). In that usage, community just refers to all non-health care settings, and implies no comment upon the size of a group of people (local, national, or global).

.... to the favor of their political agendas not ours.

The Frank Luntz methods of word-smithing and public policy political communications has never been a Democratic Party skill or strength.

The main reason we are often
losing the political marathons, often behind the eight ball, and the last contestant to cross the finish line.

They are the first out the door with the messaging, have set the political tone very much in their favor, while we belatedly wonder across the finish line often long after the contest or race is concluded and done.

We need to be better at keep ahead of,... in front of,... the eight ball, framing the issues,.. not habitually politically behind.
