If POTUS wanted to make a prime time speech on Libya and middle east in general...

in an election cycle such as this--would the networks HAVE to offer Romney time to respond? After all, he is addressing the nation as President and not as a candidate. This is hypothetical of course, as I have not heard anything about a prime time speech on this issue.
