I wonder if he thinks this will absolve him of any fault or responsibility, as if we're all going to forget what an abysmal failure he is.

Aides to President Trump are considering a plan to shift the government’s global response to future infectious disease outbreaks to a new unit inside the State Department, Politico reports.

“People familiar with the issue say Dr. Deborah Birx, a top official handling the administration’s response to the ongoing coronavirus pandemic, is likely to wind up in charge of the new unit if it becomes a reality.”

Trump was blocked from destroying the CDC outright. Back in 2017 Trump wanted to get rid of the the world's leader in stopping disease where first detected, and this is just more of his mental disorder acting out. (And that of which of the ass-whisperers he listens to?)

Even extreme RW Senator Tom Cotton, currently pushing their line that America's COVID is all China's doing, not theirs, opposed gutting the CDC back in 2017, saying epidemic disease was guaranteed to hit during Trump's term. So at that time they just slashed budget somewhat and Trump appointed an inept, ideologically unsuited director to make sure it wouldn't function properly anyway.
